Paid discounted fine, council pursuing for rest

I can't find a similar story to mine, but happy to be pointed in the right direction if it's been covered before!
In July I got a parking ticket in Glasgow (on Bath St at a taxi rank). Loads of others parked in it and the markings were unclear. I was there for several days and watched people parking in the exact same spot.
I appealed it directly, was unsuccessful, but got a second chance to pay the reduced rate. Having too much else on I just gave in and paid £30 online within a day of receiving that letter.
Some time later I then got an NTO with directions on how to formally appeal. This confused me and I checked that the payment had gone through - which it had. I called Glasgow Council and they said my payment was past the 14 days given. I didn't, however, receive the letter until 19 days after they posted it!
The lady told me to write in explaining this. I did.
Today I've received another letter, (dated 12 November!) saying that I now have 14 days to pay the rest of the fine or fill in the forms for the Scottish Parking Adjudicator. This has several spelling mistakes and says my parking ticket was on 03/04/12.
Before I call them again, where do I legally stand on this?

As you have confirmation of payment, I'd be tempted to say nothing at all and let them take me to court.0 -
Does it go to court though ? The adjudicator would be your best option I think . Post this on pepipoo.com as they are the experts in the fieldExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

Noooooo..! There is no Court, only adjudication, or pay up, or be doomed to bailiff enforcement!
The OP must follow the process as outlined in the letter, go to adjudication. If not then this could end up with bailiffs and a much higher fine.
Take the matter to adjudication and claim costs, specifically ask the adjudicator for your out of pocket expenses which they may (rarely) grant.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

What about 'penalty already paid, or procedural improriety by the Council, or 'other compelling reasons' do they not appear on there?
You need more than just ticking a box - hope you are within the 28 days given to register for an adjudication?

Did you keep the envelope for the Council letter that was delayed? Does it show when they posted it? Show pics of everything on pepipoo including the place where you parked (Google Street View link if there are no photos to show).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
