I just want to second what Morglin says. If it's a commercial tenancy i.e. you are legally liable to pay rent then they should pay HB on your eligible rent. If there are other non eligible charges such as water, gas etc included in the rent charged then HB will not cover this.
If there is a shortfall in what they pay and the actual rent they'll consider a Discretionary Housing Payment but this is exactly what it says - discretionary- you have to show you are suffering financial hardship. It is a separate form from the normal HB form and you'll have to give them a breakdown of your income and expenditure. The ones from our council don't have a lot of space for all expenditure but you can send a separtate sheet with the form which you should show everything you have coming in and everything you spend. All reasonalbe expenditure should be taken into account.I'll get you, my pretty, and your little dog too!0
