Help for friend - 2nd hand laptop

Friend has just bought Dell laptop 2nd hand from ebay and is now worried it might not be 'clean'. Is there any way of checking this - should he erase the hard drive and reinstall Windows? I do not think he will be getting discs with this laptop. Thanks for your help/diolch yn fawr.

Meaning infected?
No need to reinstall the OS from disk, almost all Dells come with a Factory Restore function from a disk partition, just run that, then install a decent AV, and run several years of Windows Updates, job done.No free lunch, and no free laptop

most laptops dont come with disks anyway and actually have a factory restore partition,
