Can Ebay do this?

In June I bought a pair of shoes from a seller and they were fake. After numerous emails to the seller (with no reply) and eBay customer help I sent the shoes back to her by recorded delivery at the start of July. I sent a copy of the receipt as proof to eBay customer help as requested, I still have the original reciept and all email conversations, and I eventually got my refund.
I thought nothing of it until I recieved a suspicious looking email from 'ebay' on 20th September telling me to return the shoes to the seller. I checked the tracking number and it said the shoes could not be delivered to the address and because they had been at the sorting office for so long they were going to be returned to sender (updated 30th August). I didnt put a sender address on the parcel so they have not been returned to me but it is not my fault that the shoes could not be delivered to sellers address OR that's she failed to collect them for over TWO months. I did as was asked and sent the shoes back via recorded delivery which cost me over £7, leaving me out of pocket!!
Anyway I have now recieved an email from ebay saying they have given my personal details to this seller so she can contact me under the 'ebay Buyer Protection rules'.
Are they allowed to just give out my phone number and email address? Especially when this seller has no reason to contact me since our transaction took place 5 months ago!

Anyone can request another member's contact information (with whom they have traded).

Usually, an automated email is sent to the other member to tell them that someone has requested the information (sounds like this has happened here).0 -
i'm presuming because 5 mths have gone by you can't be forced to pay them which is why seller has asked for your details. I don't think ebay can do anything. Why didn't she question where the item was after you were refunded. Have you tried calling RM and finding out where the item is now.
if she calls i would give her the tracking number and tell her to chase it up or get compensation from RM if they can't find it. she's left it really late....which does make me wonder0 -
Buyer is allowed to obtain your contact details.
Too late for ebay or paypal claim, too late for Royal Mail claim(80days)0 -

Why would you give eBay your phone number?
If you want to use them then you have to. Many people only find that out when their account gets suspended for having no valid telephone number on file.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards.
