Cause for rotten window frames?

I have noticed where the windiws haven't been replaced with UPVC and are in their old wooden frames a lot of wet rot.
Where as this isnt a problem in its self as they will be replaced is there anything to be concerned about with regards to why they have rotten other than general neglect?
The wooden door step is also rotten badly all of the windows and doors are at the back of the house.
The plaster on the inside of the windows has blown but isnt as yet coming down.
Is this shouting anything major or just old windows letting a bit of damp in?
