I am looking for an interest bearing account where I can deposit a lump sum and then make payments by direct debit to another bank to service a lease without penalty. Is this possible?

Savings accounts do not normally allow direct debits to be drawn on them.
You might want to consider something like a <Lloyds TSB current account with vantage>. This account pays up to 3% pa (tiered) on balances up to a £5,000 providing you pay in at least £1,000 pcm to the account.
