Parking Charge Notice Offence Codes

Newbie here please be gentle.
Had an afternoon out with my son and his mates. We went to a local park, the car park has a pay and display policy and is monitored by Excel. Purchased the ticket which had to include the vehicle registration number. Whilst on the dash the air vent breeze may have flipped the ticket displaying the rear. I returned to find a PCN on the car. I appealed by e-mail on the grounds that the ticket was purchased and displayed and I have proof of purchase, date time and vehicle reg etc. I have had a reply today and a compromise offer of fine reduced to £10 has been made. The letter states that the ticket isn't visible/displayed as can be seen in the photographs provided. They have provided numerous photographs, one of these is a close up of the ticket on display albeit upside down. The original PCN has the box ticked for not displaying a valid ticket. There is an offence code for parking without clearly displaying a valid ticket. Do I pay the £10 compromise offer or appeal on the grounds of a possible technicallity?

You probably don't need to pay them anything. You have not committed any offence if this is a private car-park and not one run on behalf of the council by Excel. Which is it?What part of "A whop bop-a-lu a whop bam boo" don't you understand?0

It is crucial to know if you have a Parking Charge Notice or a Penalty Charge Notice.
If you have a Penalty Charge Notice issued on behalf of the council you must NOT ignore it !
On the other hand a Parking Charge Notice from Excel in their own right should be totally ignored.
I suspect this is a Council Penalty Charge Notice, because
a) A car park at a local park is most likely owned by the Council.
b) A compromise of £10 is not how Excel usually do business.
You need to check ,if it is indeed a Council ticket you cannot just ignore it you MUST appeal or pay.0 -
This is for a parking charge notice. It is a typical london borough/local authority car park. There is a university campus within the grounds of the local authority owned park and supposedly free parking areas for park users. These bays are usually full of students cars. The overflow car park is the area manged by excel pay and display ticket machines and is the area I used and purchased the ticket for. An appeal has been made by e-mail on the day so the matter has not been ignored. The goodwill gesture of £10 fine letter has been received today and I have until 03/12/12 to cough up with the proof of purchase. In some ways my argument is with the offence code. The original parking ticket is marked 94) parking without displaying a valid ticket. There is an unmarked code 83) of parked without clearly displaying a valid ticket. The photos show one close up of the ticket flipped on the dashboard so surely the latter code applies and not the former. is this a loop hole/technicallity that I can stuff the feds with?0

Who does it tell you to appeal to ?
Who does it tell you to pay ?
I don't think the code is going to be at all relevant either way.

Appeals with the usual 14 day criteria are made to Central payment office at Excels offices in Sheffield
Fines are to the same place £30 before 14 days £60 after.
AS far as I am aware the car park which is entirely within the grounds of the park is local authority although the university satellite campus may make the land rights a different issue. I used to work in the park for the former parks authority and there were always areas we didn't maintain as they "weren't ours"

Excel = private company who are currently banned by the DVLA. They cannot even get registered keepers' details until well into 2013 due to the ban - so what a shame you appealed and gave them your details to spam! There would have been NO LETTERS if you hadn't appealed! :
