How to use a second chance offer

I've just has an ebay item returned and am about to refund the buyer. Long story, I had described it accurately but he made assumptions that weren't in that description and thought he'd got an antique for a bargain price LOL!
So to keep the peace (and as he asked politely) I offered a refund on receipt of the returned goods, but this item had a lot of watchers and one other bidder and is marked "Second Chance offer" in my sold listings.
I've now received the returned goods and don't want to pay to list them again, how do I make the second chance offer to the other bidder? And when I refund the original buyer through Paypal, do I get my Ebay fees refunded as well? Sounds picky, but they did amount to about £3!

    When you refund, you will get your Paypal fees back (less 20p I believe).
    You need to send them a cancellation request to get your ebay fees back.
