Irrelevant, you weren't in someone else's bay.
The lease takes priority over any signs or notices relating to having to display a permit. If it doesn't say it in the lease, you don't need to do it. Put them on notice that you will consider any further tickets placed on your car as an act of trespass by them, or their agents.Je Suis Cecil.0 -

So it begs the question why are the scammers doing it then?Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -

The PPC have not authority then. IGNORE them.

Interesting development: landlord is pulling rank on the management company, and instructing them to terminate the contract with PCM. Apparently it is a rolling 90 day agreement from which I would infer that there is some payment, aside from any 'invoices' collected.
Management co still insists that they hold no sway with PCM regarding cancellation of existing notices, which seems a moot point now anyway. They suggest that I "appeal."
But I will not 'appeal' the existing notices (since that implies they are real). I shall have some pleasant diversion drafting a Foxtrot Oscar letter to PCM. Please feel free to provide your input and suggestions.
I would like to thank everyone here again. When I first discovered these notices on Sunday I was annoyed, and more than a bit freaked out that these would pile up, with visions of my car being craned away for non-payment.
I don't consider myself gullible, but I could easily see that someone might just pay the "fine" (of course within 14 days) rather than try to deal with these leeches.0 -
How about a Foxtrot Oscar letter to PCM summat like:
I see that you are under the impression that you can stick worthless pieces of paper to my vehicle when it is parked in the bay to my flat. Cease and desist with this littering immediately and take notice that any of your employees or agents setting foot into this bay are trespassing.
I could say 'trespassers will be prosecuted' but, unlike yourselves, I am not in the habit of issuing unenforceable threats. Good luck with that.
Now send me a POPLA verification code for each and every ticket you stuck on my car - you do the maths...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi everyone
Here is my letter to the PPC. Quick feedback (if any!) would be appreciated, as I would like to get this out asap today, via email and post.
Dear Mr [director of Company]
I am contacting you about the "parking charge notices" which your company is affixing to my vehicle.
Since 14 November 2012, the following notices have been left on my car:-
The lease for this property requires residents "not to use any car parking space for any purpose other than the parking of one private motor car or one private motor cycle."
That clause not been contravened in any way, and the implementation of a permit scheme does not supersede the terms of the lease.
Therefore, the Parking Charge Notices cited above are invalid, as are any future notices.
Please be aware that should Parking Control Management (UK) Ltd or its agents affix any further notices to my vehicle, I will consider each notice a separate act of trespass. Cease and desist with this behaviour and these actions immediately.
Lastly, send me a POPLA verification code for each of these notices.
