Appeal Denied

I got a parking contravention charge notice from NCP, however when I went to the machine to pay for my ticket the machine displayed a 'no parking charge' message and considering it was raining and I had was carrying my young baby I didn't think to try the other machines. So in the end got a ticket which I could pay £50 within 14 days or £100 within 28 days. I went back the following evening to the same machine around the same time and took photographs as proof that I couldn't pay on that machine.
I tried to appeal this and obviously it got rejected without them even seeing this evidence and conveniently they sent me this on the 14th day after my fine was given so I either have to pay up now when it is cheaper or ignore and maybe having to pay the full £100. Should I pay this?

What a total shocker they turned your appeal down, was this in England or Wales on or after 01/10/12 ? If so did they supply you a popla code to appeal to them ? They should have ! But the best advice to be honest is just ignore them, the machine was out of order it's their problem not yours so there is no lossExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

It was in Ipswich, England. It was after the 1st Oct and they never gave me a popla code to appeal, just the normal ticket with the contravention charge number. Thanks for your help.0

Well the ticket is even more invalid than it was originally if that is possible, they are actually breaking the code of practice of the bpa and this should be complained to the dvla directly, this is no simple mistake that they are trying to not go through popla. They don't want to pay the fee for this and they hoping you'll cough up. Obviously don't pay it as all private parking 'tickets' are fake. They are not fines and you should not take it seriously. Almost every thread on this board is about this sort of private scam, pretending they can fine people.
Read around a bit to see what we mean by the POPLA code if you have not yet read some threads on this forum. As you have appealed you may as well press them for a POPLA code (independent appeal service). Point being that it costs them £27 plus VAT to fund every case and the decision (easily sorted out by post) is only binding on the PPC, not you!
So cost them the money - or threaten to. Insist on your POPLA code. They will either cancel the PCN (which we have seen lots of PPCs do as they do not want their practices exposed and don't want to fund appeals!) or they will give you the code. In which case use it to repeat your appeal to POPLA (Google it).
Then if POPLA reject your appeal it means nothing and you can revert to plan B which is to ignore the whole scam and just play snap with the letters that NCP will send.
See the 5th from top thread, 'PPC letter chains' for preview pics of the exciting junk mail they send out before giving up.
This was never a fine and you could have ignored it you know. But as you've appealed you should now write a reply insisting on your verfication code for POPLA 'as advised on Moneysavingexpert' .:D

However, bypassing POPLA is likely to get PPCs into trouble, and possibly banned from accesssing the DVLA database, which would not be good for them. Courts are also unlikely to look favourably on claims a PPC makes if they have not gone through the recognised process.
There seem to be a number of instances on the forums where PPCs are not volunteering POPLA codes, even when asked. I assume that failure to do so, if brought to the attention of the BPA and DVLA is likely to result in sanctions against them (I do hope so). Is anyone keeping a tally from the anectodal evidence coming up?0
