Appeal rejected for PCN at Wood Green and fine paid by hire car company

I have received a PCN at wood green for parking on a Sunday on a pay and display bay which apparently does seem to be a pay and display during the week and residents only on Sundays. I have totally misunderstood the sign as I have found that the 2 signs placed on top of each other do contradict each other.
The first sign on the top specifies the rules for residents permits only and states the time of operation from Monday to Saturday 6.30 to 10 pm and Sunday from 8 am to 10 pm. The second however states the rules that apply to the residents permit Or the Pay and Display drivers and states the times of operation from Monday to Saturday between 8am to 6.30 pm. I have hence presumed that since I am a pay and display driver I should disregard the first sign and since pay and display is free in most areas on Sunday unless otherwise stated, I am entitled to free parking in that place.
When I came back to my rental car, a PCN was stuck on my window.
I have appealed against it by sending an email and received a reply saying that my appeal is being dealt with. Since that email sent in June, I have not heard from Haringey council.
2 days ago, I have received an email from the company I work for notifying me of a fine of £130 + £30 admin fee that will be deducted from my salary as the hire car was arranged by them.
I was utterly shocked as I have not received a reply to my appeal which I believe the hire company has received and did not forward to my company and I was charged the full fine rather than a reduced fee although I have appealed within the first 14 days, meaning that the hire company did not even pay the fine within the time limit given on the appeal failure notice to pay a reduced fee.
I have replied back to my company explaining the situation and asking not to proceed with the deduction until I settle the matter with Haringey first as I would like to re-appeal.
bottom line, seems like I have lost my initial appeal, not been informed by the decision, been denied the right to a second appeal, fine paid without my consent by the hire company,fine has not been paid during the time limit for a reduced fine plus I have to pay a £30 admin fee as the fine was processed by the hire company.
I feel gutted and would like to hear your opinion on this matter, especially if I could re-appeal again now that the fine has been paid.

Sorry but with a hire/lease car this was bound to happen. The PCN is not yours, yes you had a chance to appeal as driver (one chance) but the PCN is ultimately the responsibility of the hire co. You have no real argument with the actions of the hire co as long as the T&C of your hire allow them to do this - there's bound to be a clause about penalties - check it!
The hire company would NOT have received a rejection to your appeal and could not have paid at the discount - they were never offered it. The first they would have known about it would have been a Notice to Owner (at full rate).
And almost all first appeals are refused by Councils so you really were never likely to win this one. You should have got a rejection letter though. As the Council have never sent you a reply to your appeal (did you give a postal address?) then I think you can contact Haringey to ask why no reply was received.
I would ask on pepipoo for advice, but only post WITH PICTURES of the letters/PCN (sorry to shout about the pics but we signpost people to pepipoo all the time and any post there is useless without pics):

See what the experts there say. Not sure you have any comeback as a driver who just made an informal appeal (first stage) but let's see.
If the hire co have paid the PCN you may be stuffed and should be aware next time that a driver of a Hire car is almost always stuck with almost any Council PCN because 99% of driver appeals are rejected. You'd have been better to pay at the discount TBH (the same is NOT true of fake PCNs from private companies BTW, with those you must appeal & hook them in your direction to ignore).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
