That's only for visiting schengen countries. I am a non-EU national and I had a work permit to work for a company in Greece. It allowed me to work only in Greece.

As a former 1970s worker without a work permit in Switzerland, I have a sympathy with any migrant who works hard, imposes "near to no" burden on the local infrastructure and whose objective is to "go home" rich enough to make a contribution in their country of origin.

The rich people of switzerland realised that by using "guest" workers, they could keep their unemployed in Turkey.
