Because he supposedly 'arranged' to register your electricity account and did not.
Unless you can prove your date of exit from the property then you will have a hard job convincing any supplier that you left on that date. It's your responsibility to inform the suppliers upon existing the property, if not they will continue to bill you.

I've already told the city council and the water company that I left and I payed them for the period I stayed in the flat (however my landlord still has the power to make me responsible to pay since the tenancy agreement has not been properly ended).
That's why I asked if it's a good idea to call the city council and inquire if after the date I left someone payed the council tax or not, since if somebody did, then it would mean that my landlord won't excercise his power over me to make me pay bills for a long time even after I left the property.

Your LL does not have any power to make you pay utility bills after you left, as long as you can prove your date of egress, as already pointed out.
If you left without giving due notice then he can pursue you for unpaid rent, but that is no concern of the utility companies.

Many people on this board say that he has the power to make me responsible for all bills and everything for basically forever, since I haven't given him proper notice that I'd leave. In the STA it states that until I am the tenant, I have to pay all the bills and it also states that the initial term of the agreement is one month however after that period it starts to become a monthly rolling agreement.
I don't have written proof that my tenancy agreement has ended (altough I've contacted my LL over the phone, in text message but people here say that it is useless in this case).
He's not pursuing me for unpaid rent, he said on the phone (when I could finally talk to him after calling him a hundred times) that I don't owe him anything.
You think that he doesn't have the power to make me responsible?
What do you think I can prove my date of egress with?

If you have a final council tax bill save it, this is enough proof of move out
Don't put your trust into an Experian score - it is not a number any bank will ever use & it is generally a waste of money to purchase it. They are also selling you insurance you dont need.

Its shows nothing other than he has told the council he has moved out - it doesn't make it correct if the wrong date has been given to the council.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

So, if you think that. why don't you hurry up and give him such notice?
Your arrangement with the landlord is completely irrelevant to any liability to any utility companies. Your LL has no contract with them-you do. Once you give them notice, then your liability ceases (after the notice period).

If you haven't given notice, has the landlord rented it out to new tenants? That will automatically end your liability as the supplier will bill them and a new tenancy agreement exists.

That has to be proved to them though.

Inbetween its the landlord who is liable as long as you or your landlord have ended the agreement. Landlords are notorious for avoiding telling suppliers about this and trying to dump their consumption onto the next tenants, but in your case that could land on you if the new tenant took opening readings.

Why can't you give notice? If you were paying your rent monthly on a rolling periodic, it would only require a month.

What kind of notice should I give him now?

I have no idea if he rented out the flat to new tenants.

You are saying that so many months later I can send him a notice that I left on the 10th of June?
