P.C.P Enforcement Agency - QA Hospital Portsmouth

Hello all,
I'm a new poster but I've taken much advice from these forums over the years and I'm hoping for some more now.
My better half is a nurse at QA hospital in Portsmouth and has been given a parking ticket at the hospital by PCP Enforcement agency. She pays the hospital £12 per month to use the park and ride system during day working hours (mon-fri 8am-4pm) and outside these times she may park within hospital grounds. On this occasion could not get access to the park and ride and so parked within hospital grounds displaying her permit and a note stating why she had parked there. Taking advice from these forums we gave it a damn good ignoring to start with however as expected they have now contacted the DVLA and got her details in order to send one of their threatening and harassing letters demanding £85 or they will up the fee and take the case to the county court.
Whilst I am hoping that we can just continue to ignore the notices from the company and their conveniently co-located solicitors she is concerned that the company could/would report her failure to pay to the hospital itself which may result in disciplinary action.
I've attached the relevant documents.
Any advice or guidance on what we should do (as I refuse to pay these extortionate fee's) would be greatly appreciated.

If you look on the parking forum you will see umpteen posts about private parking companies. The "so called" solicitors are usually Mavis on the next door desk and once you have got past them you get the "Bailiffs"". These are NOT bailiffs, just a debt collectors who use this name to frighten you. All are easily ignored.
If she wants she can tell them who was driving, make an appeal and get them to go through to POPLA. This will cost THEM £32 just for the appeal. Even if you lose this appeal you can still ignore them.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

IGNORE IT. Loads and loads of Hospital staff up and down the Country know to IGNORE PRIVATE PARKING TICKETS. We have at least one such poster on here. Complain to the Union and explain what is going on there and that these are not fines, not enforceable, but are worrying staff members and the effect will be that staff members will be late on shift due to fretting about where to park. It's just ridiculous for Hospital staff to be bullied and harassed by a third party in this way for daring to turn up for work.
Presumably she pays for parking? Then there is NO LOSS.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
