Premier parking of exeter, big red signs threatening clamping plus BPA logos

Just been out in the country walking ( nice weather ) and in a nearby village in a pub/restaurant car park, there were a few big red signs about threatening clamping, the wording on the newish looking signage states
"Warning contractual agreement"

this land is private property and strictly for the parking of vehicles only when complying with the terms and conditions below.

Vehicles parking with a valid permit/ticket, or written authority on display in the windscreen area

if you park on this land contravening the above terms and conditions you are agreeing to pay:

Parking charge notice £100
Notice to owner £100
Car imobilisation release £125
Van release £150 /7.5t-HGV release £215
Tow away charge (plus PCn/NTO clamp charge) £250
Storage per day or part day of £30



all charges include VAT. 3% charge for credit/debit card payments

NTO will be issued by post and not placed on vehicle
You or the registered keeper of the vehicle (via DVLA request) may incur additional charges/cost resulting from further action being taken against you if any charge remains unpaid, we also reserve the right to collect any unpaid charge through enforcement option, PCN/NTO charge reduced to £60 if paid within 14 days.
CCTV may be in operation. Vehicle release times 8am-10pm.
Terms and conditions in place at all times unless stated.

there are also some other signs relating to the P&D machine nearby together with some stuff about Parking charge notices and clamping .
the red signs however are more prominent and easier to spot.

    Parking Charge Notices (PCN) are a good enforcement measure. Once a PCN has been issued any non payments are referred to
    and then pursued through the DVLA via our Collection Agency.
    However they don't seem to have remembered that you can appael both to them and POPLA, how convenient.
    Complain to the BPA about the sign but expect a fob off.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    Just put a little sign in the windscreen area saying "I am authorised to park here". Shame I can see those signs making some potential customers of the pub turn around and go to another pub.

    I was wondering if its worth a punt to the DVLA, with the idea of sugesting a ban?

    Isn't the use of the term "Notice to Owner" a bit of a no-no, too, as it is trying to impersonate the Council PCN procedure?

    Not sure - you may have a point there as the BPA COP says 'Notice to Keeper' doesn't it? Thing is that's something to raise with the BPA I think. The DVLA are interested in misleading stuff about keeper liability and will just ping anything else on to the BPA.

    Could the parking charge on this sign not be enforceable? (assuming their contract with the land owner permits it and/or any proceedings against the motorist are issued by the land owner with the enforcement agency merely acting for them). They are not like others claiming to have issued a penalty/fine for violating the user agreement - they are creating a contractual agreement for parking which is £100.

    ummm no as its still an unfair penalty, there is no way the loss to the landowner even approaches a £100
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    The 'written authority on dislay in the windscreen area'...what's that then? A piece of paper the driver writes out saying 'I have the authority of the owner of flat xx to park here'?!
