bt light user scheme

i hope someone can give me some advice about bt and there light user line rental scheme.

i have just called bt a few times and have been told two different answers to if i can join this servcie as a new customer?
do you have to be a current line rental customer to sign up for this servcie or can new customers also join?

I believe new customers can join, but be aware if you have broadband you don't qualify.

Before you can join the scheme they would usually need to know how much your phone calls cost at the moment.So my guess is you would probaly have to go on option 1 first,so they can get an idea of your charges.
