Parked in a loading bay

My nearest Post Office and Sorting Office is on a high street with a loading bay outside. The main car park is five minutes walk away, round the back of the shops, so I understood the purpose of the loading bay is for dropping off and collecting bulky parcels as well as deliveries to the other shops.
Used it this morning and a parking ticket was issued that says:
Code 25: parked in a loading place during restricted hours without loading.
I wasn't actually loading when the ticket was issued as it was busy so I was waiting in a queue inside to be served.
Can I appeal this?
The traffic warden said she had already issued the ticket so I would have to pay it, and that the loading bay was for commerical vehicles only. There is no sign to say commercial vehicles only, just the marked loading bay and the "loading only" sign with the times on.

It could be appealed what were you delivering or picking up?
There could be other options for an appeal, best bet is to post the PCN up scrubbed on http://forums.pepipoo.com/index.php?showforum=300 -
It was a bulky parcel that I was collecting after being carded by Royal Mail during the week.
Thanks will have a look at the link you supplied.
They have a small yard where the Royal Mail vans go in and out but the public are not allowed in there. The loading bay is the only place you can park if you need to pick up something that is too big or heavy to carry to the car park, as the rest of the street is double yellow lines.0 -

if so then its not under the definition of loading,you were parked0 -
Yes the car was empty as I had to go into the building to collect the parcel and carry it outside.0

Do you need to take two people to use a loading bay? One to stay in the car and one to collect the parcel?0

As I understand it loading has to be continuous ..in other words you have to be able to walk in pick it straight up and walk out to load. How much leeway is given is probably at the discretion of the Council or CEO but it won't be much !0 -
I didn't know that - thanks.
It's a bit difficult with the sorting office as sometimes you can walk right to the window and other times there is a queue.
I'll have to see if I can find someone to come with me next time I need to go and one of us can wait on the path while the other moves the car.0
