Yes at the last resort l will do that. L am just worried in case something goes wrong ,and if l bash at the pipes it might break at floor level and water will starts gushing out and then what major bill
what l would like to know if their is no stoptap how will they stop the water,will they have to dig my floor up or will they go back in the back alley where my main stoptap is(which has no effect on knockng this water off) and dg up the back alley to see where the pipe goes to

Where I live (Lincoln) it is common to have a seperate supply for the house and the outhouse - I have 2 meters and receive a bill for each of them.
There's 2 options I would consider in your situation -
a) Contact your water supplier, explain that a previously capped supply is now leaking and ask whether there would be a charge to attend and repair - my guess is that they would happily do this for free.
b) Get a plumber to attend at your expense. Ask him to re-cap the lead pipe by joining it to plastic (should be easy enough using a lead loc connecter and a pipe freezing kit?) and terminating above ground - one day you, or a subsequent owner of your house might find it beneficial to have a seperate, unmetered supply that the local water board is unaware of0
