If it's a pc then chances are it isn't either. They are normally just found on laptops.
Start - Settings - Network Connections

What does it say in there?

Start - Settings - Control Panel - System
    Hardware Tab - Device Manager
There maybe something in there which says what is available.

As cdbrown said, if it's a desktop then it's very very unlikely to have either wifi or bluetooth without you having installed a card and/or dongle yourself. Bluetooth is almost always an external hub/adapter that you connect to the pc if a desktop, as is wifi unless it is a pci card in which case it'll almost certainly have an aerial sticking out of the back of the pc.

Still assuming it is a desktop I'd say if you have to ask then you don't have it.

I very much doubt it will have wireless or bluetooth as standard on a 3 year old desktop unless you ordered it as a upgrade.

On laptops as well, only recent (1year-2years) products have wireless as standard and you would be very lucky to get bluetooth as standard.

In other words, you wont have it.
