Changing Name on Planning Permission

Can anyone advise me on this scenario. My mum owns her house. She agreed to sell the house to a particular person once planning permission was obtained. It now seems the sale will fall through but the planning permission was granted in the name of the potential purchaser who submiited the plans.

Is it now possible to have the planning permission changed into my mums name?

We are very anxious about the whole mess and would appreciate as much advise as possible.

    Planning Permission applies to property, not to the person who applies.

    Totally agree with G_M, planning consent has nothing to do with an individual it is land related.

    I agree, unless there was a reason, connected to the personal circumstances of the applicant, why permission was given to him but would not have been given to anyone else. This is very rare and there would be specific conditions allowing the property only to be occupied by that named person. Otherwise the permission is for the benefit of the land.

    Usually potential buyers do not want to waste money on an application if they have not got a binding contract or option from the land owner to buy the land simply because the existing land owner gets the benefit of their cost and time!

    Of course the applicant's architect may not release any detailed plans without being paid and that could be a problem!
