PCN 5 min grace

I have just got a PCN ticket, issued by my local council warden. I was parked on a double yellow line, hazards on, to go into a shop (yes I shouldn't have done it, before I get shot down).
I saw a warden, went straight out and said sorry I will move. She said too late I have issued the ticket (she had just taken a picture). I said I had just gone into the shop for a few minutes, her response was a curt, "not my problem" and walked off.
I went back into the shop as I already had a ticket, so a few more minutes to pick up my goods would not matter. As I came out of the shop, a further warden was taking a picture, I said I have already been given a ticket, he said not from me, I showed him my ticket, and said do I not get a few mins grace? He replied, yes 5 mins, I showed him my ticket, it said 1st picture taken 13.58 and ticket was served, time printed, 14.03, that is 5 mins? he just said yes 5 mins?...................................… is my point, I have 5 mins grace, so surly the ticked should not have been served until 14.06? Advice please.
This is my opinion, a little knowledge from experience.

    Can't understand why you didn't just drive away when you first saw the CEO because she surely hadn't issued a ticket at that point - sounds like you waited while she printed it out and let her hand it to you? Why?! Many Councils cannot issue postal PCNs so a driveaway gets away. Of those Councils which can issue postal PCNs, many muck up the process enough along the way that people can win at adjudication by hook or by crook.

    There is NO 5 minute 'grace period' so forget any advice that says you will get off if you appeal on that basis. Honestly, forget it. She observed the car just to look for signs of loading which you can park on a double yellow for. You were not loading, shopping/browsing/purchasing & paying is not loading.

    Anyhoo, you may be bang to rights but you never know, maybe there's a flaw in the PCN wording like with Hounslow etc.

    As Coupon-mad says the 5 mins grace is offered by some LA's it is not mandatory. As advised Pepipoo is the best place for a legit PCN.
