could this be a pointer issue

I am hoping that all you clever dicks out there can give me a solution to a problem my sister and i are having with our laptops. both computers are running Windows 7. I am hoping you will understand what i am saying as i am maybe useing words/terms that sometimes are right to me but not always right to someone in the know. When i open a page and are about to use that page it will fold/close down to the toolbar/taskbar at the bottom of the page, also when i go to open a website e.g eBay i will click on it the circle appears on the screen to show loading and nothing happens so i click on it again the same thing happens again (circle then nothing) then after a little while all the ebays i have clicked on open up all in a row at the top of the screen. can you help me please and give me a solution to the problems. "Thank you people" whatever the problem could someone explain to me how to fix it.
