Warning Warm Home Discount
Regarding the Warm Home Discount which if you are eligible it’s not as straightforward as it was when it was granted to me last year. I was told it would run until 2015 and I wouldn’t have to reapply I would automatically receive it providing my circumstance’s remained the same.
It’s not the case if you change your provider! I changed to EDF if you changed provider after August you will not get the £130 from your new provider! It will have to be claimed from your old provider, so after getting in touch the Works & Pensions they advised me to contact EON and to make the claim.
After a few phone calls and a number of emails my claim for the Warm Home Discount has now been approved by EON this by the way is on top of the £200 winter allowance, the email I received below made me very happy and I await the cheque. So I hope this information helps someone
Our records confirm that the department of work and pensions confirmed 13th September 2012 that you would be entitled to this year’s £130.00 warm home discount payment, and this is paid to us before the end of December, we have not received this as yet, but once we receive this payment we will automatically issue you a refund cheque.

You're spot on, a change of supplier may well affect which company pays the Warm Home Discount.
It's the company who were supplying the electricity on the qualifying date who are responsible for making the payment.
For us, if we supplied the electricity on 21 July 2012, we're the ones responsible for sorting this out.
