Can you "un-screed" a screeded floor?

Morning folks 
Here's the situation. I recently had my laminate flooring relaid for a third time in a section of the ground floor because the concrete wasn't level. Before it was relaid the builders rescreeded the floor twice and added approx. half an inch to the height of the floor. Now the floor is higher than the rest of the other rooms around it, and looks a bit of a mess to be honest. They still didn't get the place properly level for laminate!
I'm thinking of getting this area tiled instead, but I want the floor level with the rest of the house again, which means this screed stuff will either have to be sanded away or chipped away before a tiler could start. Is this even possible? Is it something a tiler will be able to do or am I better off getting A.N.Other builder in to do the remedial work. There's no way I'm letting the laminate guys near it ever again, even if it was for free (new build warranty).

It doesn't have to be level for laminate or tiles but it does have to be flat. Banish any thought of sanding it to the outer darkness immediately. Its a chipping/digging job easily accompliahes with an SDS and a tile chisel and your tiler should be able to take this on under substrate preparation.
