I blocked all other countries on eBay but have a winning bid from Ukraine, how?

I am selling some bits on eBay and don't want to post out of UK. I have all countries blocked on the buyer requirements and on the postage locations bit on the item itself.
I went to sent an invoice and it says: The buyer is requesting that you post to a country that you have excluded.You can agree to post to this location or cancel the transaction.
The adresss was Ukraine.
How did it manage to slip through as I thought I had done enough to stop them being able to bid?

If you have a look at the postage sticky, there are two preferences that you need to set.0

Sorry where was the second one to set, I've got No International Postage selected and then Exclude Postage Locations.

Hmm, I had done the things it said to do on there and still they managed to bid, still confused lol.0 -
Perhaps their primary address is the UK and they have changed their delivery address, that way they can sometimes get through the block. Or, the preferences weren't applied to 'all live listings' or whatever the wording is on that update page.0

But the buyer as able to bid/buy on it is due to a technical glitch on the site.

I had exactly the same thing from the Ukraine as well. I then got a message in broken English addressed to 'My good friend'.
