one of the forum theories is its people wanting to be able to spend paypal money in the shops.

Some people don't have accounts linked to their paypal so never work out how to withdraw. Others may have Ebay or paypal money off vouchers, so they can be getting a percentage or amount of the sale.0

You pay a fiver more sometimes direct from the store , including postage. I paid £205 for a £200 toysrus voucher. Cheeky sods could have posted them for free.
It used to be case you got ebay rewards AND cashback - so you were actually getting them cheaper - even though it looked like you were paying more. And as stated - some people use ebay/paypal vouchers.0
