Car insurance paid on someone elses card

My daughters car insurance was cancelled and there was an outstanding balance, she had her boyfriends card on the account as he had made a payment once before. Anyway she asked if they could use her boyfriends card, and they didnt bother asking him for permission, are they allowed to do this as they said that they were as he had agreed to let them use his card a few months ago, as i was under the impression they would have to ask permission every time someone elses card was to be used. They are refusing to pay the money back, what can i do.

Your daughter can pay her boyfriend what he has paid, can't she?

(He could see if his card issuer will accept the transaction was unathorised, though that will mean the insurer will come after her for the money if it gets taken back by the card issuer)
