Office shoes/ Yodel

Dd (15) ordered a pair of shoes from office last month . They failed to turn up . After numerous phone calls and emails we have now been told the shoes where delivered and signed for by a male in his 20's . No male in there 20's lives here . They also claim that the courier has been back (20 odd days later) to confirm he delivered to the correct house.
They asked for a copy of everyone's signature in the house plus a copy of my daughters passport . Dd's passport is a child's passport has no signature on it .
I have also queried why the driver didn't comment about the dog he goes ape when anyone comes anywhere near the front door.That question was ignored.
My last email to office stated it was pointless sending dd's passport because of the above. This morning I receive a reply stating that they will not give a refund and are satisfied the courier delivered the parcel.
My Dd is upset and angry , she works hard in her part time job and £78 is a lot of money .
I'm fuming how can Yodel/ Office get away with this ?.
