Hi, i'm buying my son a new i pod touch for christmas. He already had one and has lots of apps on it. Can he transfer all the apps onto the new ipod or will he lose them all.

I believe up to 10 devices can be authorised in iTunes using the same account so yes. He just needs to authorise the new ipod when he plugs it in to the computer then sync with the new device.0

When you get the new one, update itunes. Plug in the old ipod, and back it up. Then plug in the new one (asks questions on the ipod, then if you say use existing itunes account, say yes, and plug in, if not already) and then sync the ipod with the old back up.
Depending on how he's put music on, he may need to redo this, but all the apps, info, pictures etc will transfer over from the old ipod.0 -
