Loads of cats don't like the carrier, please do take him to the vet and try to get the microchip details changed - if he needs a chip they will do a basic health check at the same time for free so it's often cheaper than an appointment!

He will need revaccinating for pet insurance, for going to a cattery and before going outdoors properly. People often don't tell the truth about vaccinating/ neutering/ chipping. He may also need defleaing, worming and checking for ear mites - again people lie about all this.

I'd suggest keeping him in for about 6-8 weeks, just so he knows that your home is his home, where he comes for food, shelter, cuddles and loves. Plus, he'll have a whole load of new smells to get used to, give him time to get settled and comfortable then just see what he wants to do.
He may not want to go out, especially with winter almost here, but at least if he does, he'll know where to come back to
