    Even if, they are not breaking any laws! The biggest problem I have to breach is that they assume that these invoices have a legal basis and many as too naïve to believe that a large company, working in partnership with a large public sector institute could merely be spineless scammers


    You have summed up the very reason that the whole scam works, from hospitals to Supermarkets. It works because most people are law-abiding and sadly a trait of many people in the UK is to be far too deferential to perceived authority.

    And I say that as someone who is far from a rebel and does have respect for REAL authority, and like you I have a job with an enhanced CRB check. And you and I can spot this as a scam from a mile off, why can't everyone?!

    That may help some of the unsuspecting but the OP is having difficulties in convincing actual acquaintances...that is the sticky issue here.

    I don't have youtube at work either (primary school) and sometimes the local authority also blocks MSE forums!

    I agree with that to be honest, if you are in work you should be working not viewing stuff on YouTube , my company has such policies in place the same as a lot of enterprises.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    Tried proxies and VPN. It's a pretty hardcore Internet security setup which defaults to restrictive here

    Yes but it's easy for system administrators to detect proxies being used, don't think it's worth somebody's job to view websites that are banned. My company has strict policies about web use especially on mobiles, streaming video content uses bandwidth.
