The staircase is a kind of boxed in construction with in some parts
wall paper over the plywood or whatever it is
The wallpaper is fraying at these edges at the top and bottom of the
stair and where there are any turns.

Are you stripping the paper off.
Are you reapplying wallpapermake the most of it, we are only here for the weekend.

No just painting the existing paper its only the edges where its a bit loose and slightly frayed.

Use border and overlap adhesive to stick it down, fill any remaining gaps with flexible filler, paint over.0
