Help! Code E119 Potterton Gold Combi

My Potterton Gold combi boiler is showing error code E119, low pressure.
Have done what it says in the Manual:
BTW, the bridging pipe was already in place so turned the two black round tap things on either side fully open, ie anticlockwise, but nothing is happening at all.
There's no obvious sign of a leak on any of the radiators nor on the piping outside nor from the boiler itself. It's three years old, four years old in January. Trouble free until today.
What do I need to do, please?
Have left a message with plumber who fitted it and who does all our plumbing stuff but as it's Sunday he's not replying and am thinking he's away or maybe not keen to come out on a Sunday.

What does the pressure gauge say? Can you hear water flowing in when you open the valves?
PS: it's called a filling loop.
You may have a leak on the CH circuit that is not visible, i.e. under the floor. Doesn't sound like it's a fault on the PRV if no water flowing from the overflow.No free lunch, and no free laptop0 -

Pressure gauge says 0.40
There is nothing under the floor, it's a bungalow with concrete floors.
No sound of running water at all.
What's the PRV?

Pressure relief valve-the one that vents to the outside overflow pipe.
Does the pressure increase when you open the filling loop valve? Can you get it up to say 1 bar?No free lunch, and no free laptop0 -
The plumber called and fixed it. He said he thought it was a washer sticking that stopped me being able to re-pressurise the system myself.
