This is a fairly up-to-date fact sheet (Oct 2012).
According to this, you need a minimum of 12 months' HRM DLA left on your award to get motability

I applied for this in August and just got word threw today that I'm getting it, but they have only entitled it to me till August 2013 at the review so it seems no car till next year.0

Its the dealers that you will need to persuade and they are all saying no - see here.
The Motability Scheme's own advice to professionals and Advisor's in their FAQ say :
.Q. I'm not a Motability customer, can I apply with less than 12 months allowance ?
.A. Unfortunately you are unable to come onto the Motability scheme at present. Please come back if Department of Work and Pensions extend or renew your allowance.

Why?
The poster has already told us that their DLA award is up for review in August 2013 - in 9 months time! No way in this world that you can make 9 months be at least 12 months!
They will have to wait until Aug 2013 - probably PIP by then, and see what happens.
They could appeal against the DLA award period as it is too short, but there are grave risks in doing that.0 -

My DLA award also ends in August 2013, I will have to wait and see whether I am reassessed for DLA or have to apply for PIP.0
