Work won't make my daughter redundant

Hi I hope you can offer me some advice.
My daughter is 19 years old, she has worked as a carer in a private care home for just under a year. Basically as the residents have popped their clogs the rooms have remained empty, they have been losing money now for quite some time (apparently one of the staff has seen lots of unpaid bills in the office) and it's become apparent the place is going bust.
The staff have been told there isn't enough money to pay the wages this fortnight (they get paid fortnightly) however if they continue to work they 'might' get paid the next fortnight but they don't know how much.
My daughter has asked if they will make her redundant so she can claim JSA but they won't, they want her to carry on working in the hope she will get paid.
If she walks out after not being paid will she receive JSA? Or not?
Any advice would be much appreciated, thanks.
