I was thinking of this thread whilst watching the Remembrance Sunday service. I am embarrassed that people would think to claim for what amounts to a bit of sticking tape around his toes, when our past generations died and suffered life changing injuries for us to live as we do today. OP, please think of this when you decide whether to pursue this case further.0

According to Kemp & Kemp's Quantum of Damages which lists awards from previous cases. Broken toe: £1,750-£3,000.
AFIAA all calls from station help points are audio recorded along with the CCTV footage. The CCTV may show the OP proceeding along the stairs with all due care and attention. and if he doesn't win although he'll have no fees to pay he'll still probably be liable for the expenses such as the medical reports etc.
