Porking Pie PCN, PoFA and Scotland

Hi Guyz n Galz,
I currently have, in my sticky mitts, yet another PE invoice inviting me to pay £70. I have no problem at all with ignoring it, as I have previously done. TBH, I don't know why they insist on sending them out. . . It's not like I'm going to suddenly get a guilty conscience and start paying them!!
Anyway, this time, as it's post-1st Oct, they've included information about The PoFA and POPLA. My question is, as I live in Scotland, and the parking incident occurred in Scotland, are they sending out misleading information and could this cause problems for them (oh, please!!) if they are??

I think a lot of parking companies wont bother distinguishing between us and north of the border!
You need a passport don't you for Scotland these days
As an aside i love the Hebrides, mull is a beautiful place!, also like arran and dumfries/galloway, stunning sceneryFor everthing else there's mastercard.

If you scan your letter in and email mike at the dvla, you will get a fast turnaround. Just ensure that you say the incident happened in Scotland where pofa doesn't apply. This is grossly incompetent by PE, their misleading letter to you is a disgrace. I think it will cost them £32 if you word the appeal carefully. They will have to pay if you can get this to POPLA (after all their ticket started it!).
How about NOT POINTING OUT THAT IT WAS IN SCOTLAND!
Word your first appeal to Parking Eye in any way you wish, usual stuff about the ticket being an unfair penalty, the signs being rubbish, the car park not being owned or leased by PE so they have no cause to claim a charge...that sort of thing. As 'your reference' just state the car reg and ticket number (not the car park/town). Do not give a postal address in Scotland. Do you have a family member's addy in England who wouldn't mind fielding any letters for you?
PE will reject and then they have to give you a POPLA verification code (unless they spot the problem...don't tell them!).
:TPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
