I phoned 101 (non-emergency number) they spoke to the keeper and the car disappeared within 15 minutes. So I am now a fan of 101!
Thanks for the other suggestions too.
That's good to know, a very simple remedy. :T
First thread I have read where the Police dealt with a private blocking-in offence.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Lucky for the alleged offender that :-
1) They were the driver and able to be contacted to move said vehicle, otherwise the Police could have towed it with lawful authority.
2) The only action seems that they were told to get the vehicle moved, they could easily have been dealt with for what is now a criminal offence.0
