8% simple interest question

hi I wonder if anyone can help me ?
Today I recieved a PPI refund offer from Barclaycard for around about £8300. Included in this offer is a sum of £141 which is accredited to my 8% simple interest per annum. This amount seems very small as the policy has been running for 12 years! Can anybody tell me if this is correct or even how they work out this interest payment ?
