Parking ticket in work van

Hi all, I have a problem I was hoping to get some help/advice on,
I was handed letter today from my boss, this letter is an NTO informing the company I work for (addressed to them) that a van registered to them had received a parking ticket.
The day the ticket was issued I had signed that particular van out, but I have at no point returned to the van to find a ticket on the windscreen.
This letter states that the time to pay the half price (£35) has passed so the charge is £70.
I am reluctant to pay this because:
A) I can't afford it
I havnt had a fair chance to pay the £35 (which I may have considered had I returned to the van to find a ticket)
C) The letter is addressed to the company and even states "As the owner/keeper or the person hiring the vehicle at the time the penalty charge notice was issued, you are legally responsible for the penalty charge even if you we're not the driver at the time."
It states there are 2 options, pay or contest, there is no 3rd option about passing the fine on.
Any help much appreciated
Thanks in advance

As it is a "real" parking ticket from a Council it is difficult to contest, you can try to pay the reduced amount citing that you didnt see the ticket, but in almost 100% of cases this falls on deaf ears, they take digital pictures to show you are not displaying a ticket, normally one with the PCN attached to the vehicle and one of the tax disk.
Sorry but it is more likely to swallow it and pay up, unless there is some other way out of it.every time I manage to get one more breath into this body, I will sing a song of thanks to you my brothers, my sisters, my friends, may your sleep be peaceful, and angels sing sweetly in your ears.0 -
That photo doesn't show a ticket on the windscreen.
You need to ring the council about the £0 outstanding and ask them. It may just be a fault with the website.
As for the ticket, technically it doesn't have to be put on the windscreen now as they can legally serve by post however you should have got that in the post and been informed of it.
The only thing you can do now is write to the council and ask them to reconsider the PCN informally. Your appeal time has gone and they are not legally required to let you appeal so its their discretion that you need to call on now.0 -

they are experts at contesting Council tickets and have a proven track record of winning more than they lose !0 -

Or:
Get yourself over to pepipoo.com and ask the experts there, they have more experience of genuine parking tickets and the best way of appealing.'Parking tickets' issued by Private Parking Companies are not 'parking tickets' at all. They are unenforceable invoices as stated by MSE head Martin Lewis recently on TV.
My family and friends now know what's going on in private car parks and motorway services areas. :T

The £0 usually indicates that it's either been cancelled or paid, a quick phone call to them will usually confirm this.0
