PC power/boot problem

Forgive me if I've asked this on here before (I might have done some time ago, I forget).
My PC has developed a problem where it won't boot after being shut down via the XP 'Shut Down' routine and left for any significant length of time unless the mains switch is clicked off and on. If it is switched back on within a reasonably short period of time (say 20-30 minutes), it's fine, but trying to power up via the front button after much longer and it won't boot without the power switch being cycled. All that happens is that the status LEDs on the receiver for my wireless keyboard and mouse flicker. That leads me to suspect a dodgy power rail, but the levels reported by the USDM utility looks not unreasonable (4.972 V, 11.734 V, -12.445 V, -4.998 V).
I wondered if a peripheral was somehow dragging a rail down, but I now have most powered via a Oneclick Inellipanel which powers them down with the PC but the problem persists. The fact that it takes half an hour for the problem to manifest makes diagnosis difficult. Any ideas?
