Help with fees due

Hi,
I sold a mobile phone twice on ebay.
The first time it sold, the bidder turned out to be a scammer with 0 feedback (send to my address and Western Union send the money etc).
So I sold it a second time after relisting the item.
It turns out I have been billed twice for selling the item. What can I do to resolve this?

NPB = Non paying bidder
FVF =Final value fees

Oh dear, you might have a problem depending on how long ago this was. You only have a certaintime frame to reclaim your fees nd ebay rarely, if ever, allow sellers to make a claim beyond that date.
