Just had a an electrician in to fit a new fusebox and fit a fan in the bathroom. He has told me the jobs are part P reportable and he will be sending paper work to the local authority who will send certificates to me. Is this right or should he leave some paperwork with me?

yes he is correct this work is notifiable to building controll at your council, however regardles of this fact he/she must also supply you with a electricial completion certificate beacause in changing the fusebaord he/she has changed the protective device for each and every circuit thus he needs to make sure that this is suitable, safe, and moreover compliant with british standards 7671 the wiring regs.
i would at mostexpect him to send within 14 days to you, but in reality he/she like myself would issue it when the job is completed on site.
