New bathroom on first floor

Hello,

We have moved in early 1900's semi detached house which has only one bathroom (as an extension) on the ground floor and no bathroom/wc on the first floor.

Now my mother is moving to our place for a while and she has knee problem so I'm thinking of building a new bathroom (wc at least!) but not sure where to start. I mean should I ask builder for quote or a plumber?

Also, I think if bathroom is built in one of the room then I don't need to get any permission from council, is that correct?

As bathroom on the ground floor is built as an extension I was thinking of building a bathroom upstairs on top of it so I don't loose any space in a room but worried about the strength on ground floor? Is there any survey or anything can be done to confirm whether ground floor bathroom can bear the load of small bathroom (wc and standing shower)?

Any advice or pointers will be highly appreciated.

    builder, for simple upstairs toilet/sink installation. If you are planning to build on top of the extension you will need specialist advice, architect/structural eng. They extension foundations need to be big enough to support the extra load.
