Since each suplier has dozens of historical tariffs, we cannot possibly say if you'd save money or not. There is no universal cheapest-it depends on tariff, region and consumption-a comp site will reveal all in seconds.
You will only pay an ETC if you are in a tariff which imposes one, if you leave in minimum term.No free lunch, and no free laptop
