Help - Best value soil options for new raised bed

Hi There
Can anyone advise what is the most cost effective option for filling my new raised bed with soil. My raised bed will be 2.4x2.4x0.25 (m) 1.5m2. To buy top soil and some composted manure will cost £100 or so. Is it OK to use my old garden soil and add organic matter? I don't know what to add and how much of it to add if so. if any one can advise that would be great
