Why shoud popla have been given time? Whats it got to do with theses breaches? He doesnt like it when things are not going his way. Sounds like he has thrown his toys out of the pram.

I would like to see that letter he wrote.....

I hope the DVLA don't back down!!!

Or maybe thrown his troys out of the pram? ;)

anyway they were banned because of misleading information on signs, and they were warned months ago about doing this, and they had one bunch of scammers auditing them. and a majority of these aos members still have claims of authority on their sites that the bpa are ignoring despite being told by various people and the dvla
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?

The DVLA sent the email to the BPA on the 14th June. It was a clear, concise and unequivocal statement of intent.

Therefore, if the BPA considered that it was a disproportionate response then the time to challenge the threat was in June, the fact that neither he nor the BPA challenged the DVLA warning at that time and in actual fact duly circulated the DVLA warning in an internal BPA newsletter rather makes a nonsense of his after the event bleating that the DVLA response is somehow disproportionate.

Troy told Parking Review. “We have already shared this view with colleagues at the DVLA but have now formally written to its chief executive. Having established POPLA at significant cost to AOS members and because we see this as a means by which motorists can obtain redress when faced with any alleged shortcoming by operators, we have also written to Norman Baker, the responsible minister, to emphasise this concern.”
Subtext: "Hey, this wasn't in the script. We've just spent £700K to demonstrate how watertight our colander ship is and now you're preventing some of us from recouping that outlay". We've kept up our end of the bargain!" <sound of toys hitting floor at BPA Towers>
And, Patrick, quite how would a motorist use the non-compliant nature of some of your members' signs, paperwork and website content as a grounds of appeal given how tightly you've stitched them up?
And where did Norman Baker get the idea that the fundamental legal basis of your members invoices could be challenged through POPLA? He must have been feed that idea from somewhere?
POPLA may be independent in the sense that it is not based at Haywards Heath and it may not be peopled by BPA staff but the BPA is its ultimate paymaster and it can only operate within the constraints the BPA has defined for it.

Assuring the motoring public that POPLA is independent and will deal with their appeals is an exercise in, as Winston is reputed to have said, terminological inexactitude. Its "spin". There is no such thing as "their" appeals because, in truth, the appeals are yours as a consequence of allowing only four grounds - one of which is the hoary old favourite - the stolen car.

The stance of the BPA and its members in this respect is not significantly different than Henry Ford filling his production line car park with brand new Model-T's and inviting people to select any colour they liked, having first whipped down to Ladbrokes, say, and put £10K down at 20/1 that the majority would choose black. To continue the gaming analogy, the deck has been stacked.
My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com

Don't you just hate the fact that Troy refers to the DVLA staff as his 'colleagues'?

"The new ‘DVLA Consumer Forum on Private Parking Management’ will include people from the AA, the RAC, Which?, Trading Standards, the Office of Fair Trading and Citizens Advice, as well as Martin Cutts of Plain Language Commission and Nev Metson, the former police officer who has exposed many of the worst private-parking rip-offs."
