Delay in getting a PCN

                    Hello!
I have a company car which stayed in Halfords car park for longer than what was allowed. The date that the so called offence took place was on 6th October 2012 but the notice was only issued on 1st November 2012. TPS sent the letter to my employer, but they only received it today 5th November. The problem is of course if I wanted to pay the bill the 14 day cheaper period has now ended and they will take so called action against me / employer as 28 days have passed. Is there a rule about how long TPS can send out these demands? Of course they are asking my employer to supply my name so that they can chase me but nothing has been done about it at present. Any advice? Should I respond?
I would be grateful for any information?

Get your employer to give your name and address , then you can ignore all the invoices you get sent
Dont even think of paying, i hope you werent thinking of doing so? TPS dont do court so cant take any action againstFor everthing else there's mastercard.

            It's that simple , once they have the name of the driver they legally can't go back to the lease company or your employer, if they do they are deep in the brown stuff. We advise you then to ignore them as they only do threatograms onlyExcel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!

If your employer does not reply then technically they could be held liable in the future and will keep getting scary letters (and if they fold and pay then the amount will have gone up again, then your company will want reimbursement from you).
Whereas if they supply your name and address then legally they cannot be chased up again. And you will get the threatograms and you can choose to ignore it or to appeal and then use the POPLA appeals service. And if you don't get the fake PCN cancelled then you can ignore it again as the decision is NOT binding on you, only on the PPC.
In your shoes I would DEFINITELY remove the company from the equation, if they are notoriously slow to deal with paperwork then I would respond to TPS myself and say 'despite the date on your letter it was only posted on 1st November and has been passed to me because this is my company car. Please deal directly with me. However I do not see any evidence that a charge is due and I was legitimately shopping...' blah blah (no apology, no excuses, no admittance of any overstay, just a denial that you owe their 'charge').
Then you've hooked all the threatograms in your direction and your company won't get anything else. And you will never pay this fake PCN of course.
The other thing you could do is make sure the above contact is by email and forward a copy to the CEO of Halfords with a copy of the receipt if you were a customer that day. Along the lines of 'see what your parking agents are doing to your business, threatening paying customers. As private parking companies are incentivised to just make money and never cancel any invoice I have no expectation that TPS will cancel the ticket without a specific request form Halfords. Are you prepared to get this ticket cancelled otherwise I have no expectation that I will ever shop at your store again. This sort of aggressive ticketing is obviously a complete waste of my time and yours but you need to know that it leaves your customers with a very negative impression of Halfords (since I was never a 'customer' of TPS I can only vote with my feet next time unless you choose to step in and restore my faith in Halfords' customer service)'.
Or words to that effect. Worst case scenario is that Halfords, TPS and then POPLA say the fake PCN is upheld. And you then ignore the last desperate letters next year. Nothing will happen except junk mail - but at least it will be your junk mail, not your company's.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
