Pre payment meter with a debt

I own a property that i rent out. the tenant that has just left has left £522 debt on the gas meter. N Power told me that as it was over £500 then an engineer would need to come out to clear the debt so that the new tenant could put credit on the meter. this was told to me on Sat and this morning.
the new tenant has called them this afternoon and they have said that no engineer will be coming and she will be issued with a new gas card at a shop that will clear the debt off. Does anybody have any experience of this and whether this is actually the case?? i get completely mixed messages from N Power

They will send a message to a specific shop agreed with your tenant, they get the gas card, top up £1 minimum at that shop, go home and top the meter up and the debt should be removed. However sometimes it can take up to 5 top ups at that shop on 5 consecutive days for the debt to be removed. Any debt paid will be refunded once the message to remove debt has been picked up and programmed through the meter.0
