I can think of a Common Law self-help principle they could make use of that would render the towing of vehicles and retention of them against payment of costs lawful (and not in breach of s.54 POFA)
If that were to be the case then would it not apply to most landowners and in effect wholly undermine the primary legislation @ S54 POFA ?0
